Public Policy Specialist
Dominion Energy is one of the nation's largest producers and transporters of energy, with a portfolio of approximately 25,700 megawatts of generation, 14,400 miles of natural gas transmission, gathering and storage pipeline, and 6,500 miles of electric transmission lines. Dominion Energy operates one of the nation's largest natural gas storage systems with 1 trillion cubic feet of storage capacity and serves more than 6 million utility and retail energy customers.
Assists Public Policy senior leadership with research, outreach, and strategy, to validate company initiatives and/or strategies related to regulation and corporate affairs. Manages local and community outreach and necessary reporting to support major projects. Recommends regulatory and/or legislative strategies to company senior management. Represents the company and makes presentations at local or state-level meetings of public bodies, trade associations, consumer groups, or nonprofit organizations. Develops and implements grassroots, advocacy, or outreach strategies. This work may be associated with, but is not limited to, legislative and regulatory initiatives, capital projects, permitting activities, and strategy development. Leads research, design, and composition of documentation in major areas of energy public policy, such as regional transmission organizations, gas or electric coordination, renewable energy policy, or electric system hardening and modernization.
Monitors and researches legislative hearings and trends nationwide and analyzes how they may influence Dominion Energy's strategy. Provides lobbyists and senior leaders with summaries of relevant information and writes statements and testimonies for use in public settings. Assists or leads other government, public policy, or regulatory affairs efforts as needed. May serve as mentor for other staff members. May represent the company in both internal and external meetings on various public policy topics.
Some travel, primarily in Virginia is required. This position is based in Richmond, Virginia.

Required Knowledge, Skills, Abilities & Experience
Bachelor Degree - Business Administration, Communications, Public Relations, Government, Marketing or related field or equivalent experience plus related experience and knowledge of government and public policy. At least 10 years of experience working either in the public sector, working with a public utilities commission, working in a corporate external affairs department, or working with a public policy/regulatory department. Evidence of community involvement and leadership. Ability to work and develop rapport with all levels of management and staff. Strong team building skills. Strong verbal and written communication skills, including interpersonal, facilitation, and presentation capabilities. Ability to manage multiple priorities across multiple states and business units.
Bachelors - Business Administration, Communications, Public Relations, Government, Marketing or related field or equivalent experience.
